Ensures that higher education institutions that participate in state financial aid programs cannot as a condition of any award or loan, require any student to: submit to mandatory arbitration, resolve a complaint through an internal dispute process, waive any rights or be prohibited from disclosing or commenting on the agreement; nor can the institution threaten, retaliate or discriminate against any student eligible for an award or loan because of the student’s refusal to consent to any of these requirements.

Makes the following changes to criminal justice reforms:

·      Allows a court to set bail for certain gun-related charges, modifies the definition of “qualifying offenses” which are bail eligible, for those who commit certain crimes that involve harm to a person or property, amends the definition of harm to a person or property, and requires the court to consider certain factors when determining whether or not to set bail.

·      Provides for an involuntary or voluntary psychiatric evaluation for individuals before the court who appear mentally ill and could cause harm to themselves or another person.

·      Modifies the discovery process to allow for reasonable delays while ensuring the defendant’s right to a fair and speedy trial.
